Our mission is to develop and operate world-class cable landing stations, terrestrial fiber backhaul systems, and related telecommunications infrastructure that supports global connectivity and network resilience.

As we move into the implementation phase of our Westport, Washington landing location, and expand our North American footprint, we are seeking an experience telecommunications executive to lead our operational strategy and execution.

 

Position Summary

The Vice President of Telecom Operations will be responsible for the strategic leadership, operational management, and technical oversight of Sealink Networks’ telecommunications infrastructure portfolio, including submarine cable landing stations, terrestrial fiber networks, and associated interconnection facilities.

 

The successful candidate will possess deep expertise in subsea fiber optic cable systems, cable landing station operations, terrestrial transport networks, and carrier-grade telecommunications infrastructure. This role will work closely with customers, partners, carriers, government agencies, engineering teams, and industry stakeholders to ensure reliable, secure and efficient operations of Sealink’s infrastructure assets. The successful candidate will also have demonstrated project management expertise and an ability to work cross-functionally in a collaborative and fast-paced, remote team environment.

 

This role will first integrate with the Sealink team to design and build cable landing site, cable landing station, and terrestrial backhaul infrastructure to meet the requirements of Sealink’s customers. The role will be multidisciplinary during infrastructure implementation before phasing into full operations. During infrastructure design and construction, this role will develop operational, maintenance, and staffing strategies that will be implemented as Sealink Networks’ infrastructure becomes operations.

 

Job Duties and Responsibilities:

 

Strategic Leadership

• Develop and execute operational strategies supporting Sealink Networks’ growth and long-term infrastructure objectives.
• Lead operational planning Sealink’s Westport, Washington cable landing station, terrestrial fiber expansion, and future site expansions.
• Support business development initiatives by providing technical and operational leadership during customer engagements and infrastructure planning activities.
• Represent Sealink Networks with industry organizations, at industry conferences, with customers, partners, regulators and other stakeholders.

 

Subsea Cable Operations

• Provide executive oversight and management of submarine cable landing station operations and maintenance.
• Develop operational readiness programs and operations and maintenance reporting procedures for Sealink and customer owned cable systems and landing station facilities.
• Coordinate with cable owners and marine maintenance authorities, and suppliers regarding installation, maintenance, repair and restoration activities.
• Lead operational response efforts during submarine cable faults, outages, and emergency restoration events.
• Establish operational procedures and standards for cable landing station management, operations, and maintenance.

 

Cable Landing Station Management

• Develop and implement Sealink’s staffing strategy in Westport, Washington to build an operations and maintenance team for cable landing station facilities.
• Oversee day-to-day operations of Sealink and customer cable landing station facilities.
• Oversee customer smart hands request for cable system equipment maintenance.
• Ensure availability, reliability, physical security, power systems and environmental controls, and operational compliance of all facilities.
• Be familiar with cable system equipment including SLTE, PFE, DWDM, RFTE, NMS, and BMS.
• Develop and implement routine (daily, weekly, monthly, quarterly, and annual) maintenance programs, operational KPIs, and reporting in accordance with customer requirements.

 

Terrestrial Fiber Network Operations

• Support the Sealink team in the design and deployment of all outside plant infrastructure including terrestrial fiber backhkaul routes connecting landing station to regional and national carrier ecosystems.
• Develop and implement Sealink’s staffing strategy for outside plant operations and maintenance.
• Maintain relationships and coordination, as needed, with utility providers, municipalities, counties, state agencies, rights-of-way authorities, and construction contractors.
• Develop and implement routine and on-call maintenance and repair programs, operational KPIs, and reporting in accordance with customer requirements.

 

Operational Governance

• Develop and maintain operational policies, procedures, and governance frameworks.
• Establish and monitor service-level objectives and operational performance metrics.
• Manage vendor relationships, maintenance contracts, contractor relationships and operational budgets.
• Lead risk management, business continuity, disaster recovery, and infrastructure protection programs.
• Ensure compliance with all applicable federal, state, local, and industry requirements.

 

Team Leadership

• Build and lead a high-performing telecommunications operations and maintenance team.
• Provide mentorship, technical leadership, and professional development opportunities.
• Foster a culture of operational excellence, safety, accountability, and innovation.
• Foster a culture of team-oriented collaboration.

 

Required Qualifications

• Bachelor’s degree in engineering, information technology, telecommunications, or related technical discipline OR a minimum of 15 years specifically in subsea cable and cable landing station operations and maintenance.
• Minimum 10 years of subsea fiber optic and cable landing station experience.
• Minimum 5 years of leadership managing telecommunications operations, infrastructure and engineering teams.
• Strong knowledge of subsea cable system equipment and terrestrial transport equipment.
• Experience managing mission-critical facilities.
• Proven ability to lead complex operational and technical organizations.
• Strong stakeholder management and executive communications skills.
• Experience managing budgets, contracts, vendors and operational governance programs.

Preferred Qualifications

• Experience with submarine cable customers, consortiums, cable operators, and marine maintenance organizations.
• Experience supporting submarine cable and cable landing station design, permitting and regulatory processes.
• Familiarity with international telecommunications infrastructure projects.
• Experience with carrier-neutral facilities and interconnection ecosystems.
• Active participation in organizations such as ICPC, SubOptic, PTC or related industry bodies with demonstrated experience representing a company to the industry and customers.
• Project management experience.

 

Certificates, Licenses, Registrations:

• Driver’s license.

Physical Requirements:

• Ability to work on construction sites, including walking, standing, and climbing.
• Ability to navigate rough terrain and light hiking for site inspections.
• Ability to travel by airplane, helicopter, or boat as required to access projects.

Other:

• Must have favorable drug test and background check results.

 

Salary will be dependent on experience. This role will report to the President of Sealink Networks.
