Mandatory Qualifications

  • At least seven (7) years of full-time equivalent (FTE) experience in the last ten (10) years as an Information Technology Expert providing strategic direction to client management on large-scale system implementations, as defined as a system involving 1,000 or more internal users and 5,000 or more end users, with direct experience in the following lifecycle activities: planning, requirements analysis and development, solution architecture and design, support during implementation and rollout, knowledge transition, and post-implementation.
  • At least five (5) years of FTE experience in the last seven (7) years providing advisory services for large-scale system implementations* as defined in State governments, working directly with vendor(s) and State staff.  *Large-scale system implementation is defined as a system involving 1,000 or more internal users and 5,000 or more end users.
  • At least two (2) years of experience in the last seven (7) years on one or more large-scale system implementations*, as defined, using Agile, Waterfall, and iterative Waterfall system development approaches and application Lifecycle Management tools (i.e., Jira, ALM Octane, etc.).  *Large-scale system implementation is defined as a system involving 1,000 or more internal users and 5,000 or more end users.
  • At least two (2) years of experience in the last seven (7) years with technical knowledge transfer of large-scale system implementations, as defined, including assisting the preparation of IT legacy staff to support the new system(s).  *Large-scale system implementation is defined as a system involving 1,000 or more internal users and 5,000 or more end users.

 

Desirable Qualifications

  • At least three (3) years of experience in the last seven (7) years advising or guiding transition activities from an incumbent vendor to a new vendor or the organization’s internal IT department.
  • At least two (2) years of experience of FTE experience in the last seven (7) years advising on strategic IT procurement requirements and product solution direction.
  • Active Certification as a Project Management Institute (PMI) Project Management Professional (PMP) certification OR other PM certification by a nationally recognized educational body  A photocopy of the certification must be provided.
  • At least two (2) years of FTE experience in the last seven (7) years developing and implementing DMV-related systems such as Occupational Licensing, Vehicle Registration, and/or Driver’s License systems.
  • At least two (2) years of FTE experience in the last seven (7) years with software acquisition options and licensing regulations, including enterprise licensing, GovCloud, and Commercial Cloud offerings.
  • At least two (2) years of FTE experience in the last seven (7) years integrating statewide/cross-departmental data exchange and processing.
  • At least two (2) years of FTE experience in the last seven (7) years developing and reviewing security execution.
