Position Summary

The RN – Human Resources & Administrative Operations Manager leads the agency’s human resources functions and daily nonclinical administrative operations, including scheduling oversight, personnel compliance, employee relations, and administrative staff supervision. The role is primarily administrative. When needed, the RN may provide limited clinical coverage to support the Clinical Manager, only within documented competency, licensure, and applicable regulatory requirements.

Essential Responsibilities — Human Resources

  • Coordinate recruitment, interviews, hiring, onboarding, orientation, employee retention, and separation processes.
  • Maintain confidential personnel files, performance reviews, employee relations records, and corrective action documentation.
  • Oversee timekeeping, attendance, PTO and leave administration through Viventium ad EaseHR; verify payroll inputs and resolve discrepancies.
  • Track required credentials, background screenings, abuse registry checks, professional licenses, CPR and other role-specific documentation.
  • Coordinate training and monitor HR policy compliance; promptly escalate serious employee concerns to the Administrator.

Essential Responsibilities — Administrative Operations

  • Supervise scheduling coordinators and assigned office personnel; set priorities, provide coaching, and review performance.
  • Monitor schedules, call-outs, missed visits, open shifts, and staffing gaps; coordinate timely administrative follow-up.
  • Coordinate with the Clinical Manager on patient needs, clinical staff qualifications, and clinical assignment decisions.
  • Monitor payer-authorized service hours and administrative documentation; escalate authorization and billing discrepancies to designated personnel.
  • Manage office workflows, records, communications, supplies, and vendor coordination within delegated authority.
  • Support survey readiness, administrative quality improvement, and routine operational reporting to the Administrator.

Secondary Responsibility — Clinical Manager Coverage

  • Provide occasional skilled nursing visits, patient assessments, documentation reviews, caregiver supervisory visits, or clinical education when specifically assigned and qualified.
  • Provide temporary coverage for designated Clinical Manager functions only after qualifications are verified and the assignment and scope of authority are documented.
  • Coordinate clinical work with the Clinical Manager or authorized clinical supervisor, except during a properly designated coverage period.
  • Maintain clinical competencies and document all nursing care under applicable standards, payer requirements, and agency policies.
  • Clinical coverage hours count toward the scheduled weekly hours; any additional hours require prior approval when practicable and must be recorded and paid as legally required.

Minimum Qualifications

  • Associate Degree in Nursing (ADN) or higher from an accredited nursing program.
  • Current, active, unrestricted RN license authorizing practice in New Mexico; license must remain current throughout employment.
  • At least two years of professional nursing experience and at least one year of direct home health nursing experience.
  • Two or more years of home health nursing experience preferred.
  • Healthcare administration, human resources, scheduling, or supervisory experience preferred.
  • Strong written communication, organizational skills, discretion, electronic record proficiency, and understanding of healthcare compliance.

Schedule and Compensation

The position is budgeted at 28 hours weekly, with a preference for daytime availability Monday through Friday. The selected candidate may propose a mutually agreeable schedule, subject to approval and operational coverage needs. Regular weekends and on-call coverage are not anticipated; occasional adjustments may be requested. Pay is hourly at $38–$42, based on experience. All time worked must be recorded. Benefits and leave eligibility are governed by applicable law and agency policies; the schedule alone does not determine eligibility.

Authority and Clinical Boundaries

The Manager reports to the Administrator and may direct assigned administrative staff within delegated authority. Hiring, termination, compensation changes, major expenditures, and policy changes require Administrator approval unless otherwise delegated. The Clinical Manager retains clinical leadership except where a qualified RN has been formally designated for specific temporary coverage. RN licensure alone does not establish eligibility for all Clinical Manager duties.

Performance Expectations

  • Timely and accurate credential tracking, onboarding, attendance and payroll documentation.
  • Prompt escalation of missed visits, staffing shortages, and patient-care concerns.
  • Effective administrative staff supervision and measurable improvement in office workflow.

Reliable communication with the Administrator and Clinical Manager; strict confidentiality and regulatory compliance
