GENERAL PURPOSE OF THIS JOB

The Electric Distribution Supervisor is AP&T’s management representative responsible for the people, performance, planning, and coordination of the union-represented line crew serving Prince of Wales Island. The position provides direct employee supervision, administers the collective bargaining agreement, plans and tracks work, and connects line operations with engineering, generation, customer service, contractors, and company leadership. The supervisor is accountable for safe, reliable, cost-effective execution of electric distribution construction, maintenance, metering, and service work through the assigned crew. As a member of management, this position promotes accountability, respectful labor relations, and AP&T’s employee-owner culture.

ROLE AND RESPONSIBILITIES

Management Representation and People Leadership

  • Serve as the direct supervisor and primary management contact for assigned Journeyman and Apprentice Linemen.
  • Represent AP&T management in directing work, applying company policy, administering the collective bargaining agreement, and addressing employee relations matters.
  • Set clear performance expectations and provide regular coaching, feedback, training, personnel development, and performance evaluations.
  • Participate in and make recommendations regarding hiring, onboarding, promotion, job progression, corrective action, discipline, and termination in coordination with Employee Services and company leadership.
  • Manage attendance, conduct, qualifications, training requirements, long-term assignments, and succession needs.
  • Build constructive labor-management relationships while maintaining the Company’s management rights and operational responsibilities.
  • Promote AP&T’s employee-owner culture through communication, accountability, teamwork, and responsible use of company resources.

Safety Leadership and Field Oversight

  • Champion a strong safety culture and ensure compliance with OSHA, NESC, AP&T safety rules, operating procedures, and applicable regulatory requirements.
  • Ensure crews are appropriately trained, qualified, equipped, and assigned for the work to be performed.
  • Monitor safety performance and field execution at a supervisory level without replacing the Line Foreman’s responsibility for direct jobsite leadership and day-to-day work methods.
  • Identify and address safety concerns, support incident reviews, track corrective actions, and reinforce lessons learned.
  • Exercise stop-work authority and ensure unsafe conditions are promptly corrected or escalated.

Work Planning, Scheduling, and Crew Performance

  • Develop short-term and long-range work plans for distribution construction, maintenance, service work, system repairs, and upgrades.
  • Prioritize and schedule work based on safety, reliability, customer needs, staffing, budget, material availability, and operational risk.
  • Assign crews, equipment, and qualified employees appropriate to the scope of work and applicable contract requirements.
  • Track schedule performance, productivity, overtime, backlog, project status, and other crew metrics; address performance gaps and communicate results to management.
  • Coordinate line crew work with engineering, generation operations, customer service, permitting agencies, municipalities, contractors, and joint-use partners.
  • Support emergency response, outage restoration, and storm recovery, including participation in the on-call rotation as assigned.

Labor Agreement Administration

  • Apply the collective bargaining agreement consistently in daily operations.
  • Ensure crew assignments, overtime distribution, job progression, scheduling, and other working conditions follow contract requirements.
  • Document and address attendance, conduct, and performance concerns in coordination with Employee Services and management.
  • Participate in investigations, grievance handling, labor-management discussions, and resolution of workplace concerns.
  • Maintain appropriate management documentation and protect confidential employee and labor-relations information.

Estimating, Engineering Coordination, and Switching

  • Work with the Operations Manager, Line Foreman, engineering resources, and crew members to develop or review cost and schedule estimates for line extensions, new or upgraded services, distribution upgrades, and related projects.
  • Review staking information, material lists, job packages, and crew input for completeness, constructability, and quality before final processing or approval.
  • Complete or support line-extension workbooks, permitting needs, special equipment needs, contractor requirements, and other project cost inputs.
  • Lead or coordinate the development and review of switching orders and outage plans within the employee’s qualifications and company authorization.
  • Plan and track execution of basic line extensions and new services; the union crew performs installation and field execution.

Project Management and Operational Coordination

  • Participate in pre-construction reviews and confirm work packages are complete, practical, and ready for execution.
  • Verify material availability and coordinate purchasing, substitutions, rentals, contractors, and delivery timing.
  • Monitor project scope, schedule, budget, quality, and field progress; resolve or escalate barriers that affect execution.
  • Coordinate electrical distribution and generation-related projects with the Power Plant Superintendent and other operational leaders.
  • Confirm work is closed out with complete records, accurate costs, and required documentation.

Metering, Customer, and Stakeholder Support

  • With support from the Metering Superintendent, oversee line crew work involving meter programming, installations, exchanges, re-reads, reconnects, and non-pay disconnects.
  • Assist with planning and implementation of meter audits and corrective work.
  • Address or coordinate customer concerns related to outages, construction impacts, service upgrades, and field activities.
  • Coordinate with local governments, permitting agencies, other utilities, and joint-use partners on shared work and access needs.

Administrative and Reporting Responsibilities

  • Review and approve time records, material usage, expenses, invoices, work orders, and supporting documentation within delegated authority.
  • Maintain accurate records for audits, compliance, employee matters, project closeout, and operational reporting.
  • Prepare regular status reports on safety, staffing, schedule performance, productivity, budget, backlog, training, and key operational risks.
  • Identify process improvements and raise concerns early when work, staffing, materials, safety, cost, or schedule are at risk.
  • Perform other related management and operational duties as assigned.

EDUCATION AND EXPERIENCE REQUIRED

  • High school diploma or equivalent.
  • Five or more years of progressively responsible experience in electric utility operations, electric distribution, line construction, utility engineering, staking, construction management, project management, or a closely related field.
  • Experience supervising employees, field crews, contractors, or operational teams.
  • Working knowledge of electric distribution systems, construction and maintenance practices, operating voltages, and utility safety requirements.
  • Experience planning work, coordinating resources, tracking schedules, and addressing competing operational priorities.
  • An equivalent combination of relevant education, training, and experience may be considered.

PREFERRED QUALIFICATIONS

  • Journeyman Lineman certification or substantial electric utility field experience.
  • Prior management or supervisory experience in a unionized environment.
  • Experience administering a collective bargaining agreement and addressing grievances or corrective action.
  • Experience with cost estimating, line design, staking, switching orders, outage planning, utility project management, or material management.
  • Bachelor’s degree in engineering, construction management, business, or a related field.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to lead employees, exercise independent judgment, make management decisions, and hold others accountable with fairness and consistency.
  • Ability to interpret construction drawings, job packages, utility standards, switching and tagging procedures, labor agreement language, and company policies.
  • Strong planning, estimating, scheduling, analytical, and practical problem-solving skills in field and office settings.
  • Clear written and verbal communication with employees, union representatives, customers, contractors, public agencies, and company leaders.
  • Ability to manage confidential employee and labor-relations matters appropriately.
  • Proficiency with Microsoft Office and the NISC utility work management system, or the ability to become proficient.

CERTIFICATES, LICENSES, AND REGISTRATIONS

  • Valid driver’s license and an acceptable driving record under company requirements.
  • First Aid and CPR certification, or ability to obtain within the timeframe established by AP&T.
  • Other job-specific safety, switching, equipment, or supervisory training as assigned.

OTHER REQUIREMENTS

  • Ability to work on site in Klawock and throughout Prince of Wales Island.
  • Ability to travel away from Prince of Wales for projects, emergency support, meetings, and training. Travel is typically about 5% but may vary.
  • Ability to participate in an on-call rotation and respond to after-hours outages and emergencies.
  • Ability to work outdoors and around active utility operations in changing Alaska weather and remote locations.
  • This is a non-bargaining-unit management position. It is not intended to routinely perform bargaining-unit linework except when specifically authorized and consistent with operational needs, safety requirements, and the applicable labor agreement.

PHYSICAL REQUIREMENTS OF THE JOB

The physical demands described below are representative of those required to perform the essential functions of this position. The employee must maintain mental alertness and situational awareness while working in office, field, plant, construction, and roadside environments. The role requires regular computer and vehicle use, walking over uneven terrain, standing for extended periods, climbing stairs, reaching, bending, and occasional lifting or handling of tools, materials, or equipment. The position may involve exposure to severe weather, noise, electrical hazards, energized facilities, heavy equipment, remote travel, and emergency conditions. MANAGEMENT AUTHORITY AND POSITION STATUS

This position is part of AP&T management and acts in the interest of the Company in directing assigned employees. The position has authority, within delegated limits and company process, to assign and direct work, evaluate performance, address employee concerns, administer labor contract requirements, recommend hiring or promotion, and initiate or recommend corrective action and discipline.
